Abstract: This study presents a comparative study on the use of ICT in Uganda's Ministries, Departments, Agencies (MDAs), and Local Governments (LGs). It assesses ICT adoption levels, highlights key challenges, and proposes ways to enhance integration. A cross-sectional descriptive design using quantitative methods was employed. Data were sourced from the 2022 National Information Technology Survey Final Report. The study examines ICT device ownership, internet access via ISPs, internet usage, social media support, implementation of e-government services, IT security incidents, and security measures within MDAs and LGs. The findings offer a clear picture of ICT deployment in public administration and inform policymakers, practitioners, and researchers. This research aims to support collective efforts toward improved digital service delivery, better policy formulation, and a more efficient, tech-enabled system of governance that meets the growing demands of citizens and stakeholders in Uganda's public sector.
